It should be noted the approval by the Competitiveness and Research Section of the production systems of three important measures in favor of companies: 1) Extension to 31 July 2020 of the deadline set for 31 January 2020 of all the electronic applications of the Title II Notices, chapter 3, Title II Chapter 6, Title VI Efficiency Fund. (AD AOO_158 / 187 of 18 March 2020) 2) Inclusion of costs incurred for personnel in Smart Working among the eligible expenses in R&D for the beneficiary companies of the Program Contracts and PIA measures (AOO_158 / 252 of 01 April 2020) 3) Granting of an extension, without the need for any further documentation, for the conclusion of the investments under the title II chapter 3 and 6 projects. Both notices provide that the beneficiary must complete the investment within 12 months of the provisional grant of the facilitation. Naturally, the lockdown prevented the carrying out of the activities necessary for the conclusion so that all beneficiaries whose deadline for the conclusion of the investment falls in 2020 is granted an extension of the same duration of the state of emergency declared by the Government (currently 6 months ) which constitutes the cause of force majeure necessary for the extension. Should the state of emergency be extended, the extension will automatically be extended. (AD AOO_158 / 310 of 16 April 2020)

Liquidity Decree - New measures for businesses

With the publication in the Official Gazette of the Liquidity Decree approved by the Council of Ministers, the measures to support businesses, artisans, self-employed and professionals become operational. To encourage the restart of the Italian production system, once the health emergency caused by covid-19 has been overcome, it was decided to transform the Guarantee Fund for SMEs into an instrument capable of guaranteeing up to 100 billion euros of liquidity, strengthening it the financial endowment and extending its use also to companies with up to 499 employees. A strong streamlining of bureaucratic procedures is also envisaged to access the guarantees granted by the Fund, which will act on three main lines: - 100% guarantee for loans of an amount not exceeding 25% of revenues up to a maximum of 25,000 euros, without any creditworthiness assessment. In this case the banks will be able to disburse the loans without waiting for the go-ahead from the Guarantee Fund; - 100% guarantee (of which 90% State and 10% Confidi) for loans of an amount not exceeding 25% of revenues up to a maximum of 800,000 euros, without performance evaluation; - 90% guarantee for loans up to € 5 million, without trend assessment. The possibility of granting state guarantees on bank loans to companies through Sace was also envisaged, as well as measures aimed at strengthening the tools to support the export of Made in Italy, internationalization and corporate investments. The suspension of taxes and contributions has been extended for another two months and that relating to the relief for the purchase of personal protective equipment. Finally, the legislation on Golden Power was also extended to the defense of SMEs and the main production chains in our country.
Study information as per measures taken in the last few hours to deal with the COVID 19 virus emergency. The study will continue to carry out its activities, but in compliance with the new PDCM decree of 09 March and in order to protect the health of customers and study users, we we are forced to resume receptions from 04 April 2020. Methods of adhering to the moratorium for the return of loans Measures Micro-loan, Nurseries, Tecnonidi On the basis of the resolution of the Regional Council 283/2020 of 5 March 2020, the payment of the installments of all "NIDI", "Tecnonidi", "Micro-loan" and "Fund in favor of Networks for Internationalization" is automatically suspended from March 2020 until August 2020 inclusive. Therefore, for the suspension of the loan, the companies concerned will not have to do anything. From September 2020 the debiting of the installments to the current account will regularly start again. The loan will be postponed for six months under the same conditions and without any increase in costs. Only those who do not intend to adhere to the moratorium and, therefore, want to continue to pay the loan installments regularly, must communicate it by sending a PEC to the address moratoria.pugliasviluppo@pec.it. Therefore, those who want the suspension of payments will not have to make any communication.
